Adding the value of a axis tick label Divide by Factor to an axis title is accomplished as follows:

  1. Double-click on the axis title to enter in-place editing mode.
  2. For X axis, append $(layer.x.label.divideBy) to the title so that the entire title looks similar to: %(?X) $(layer.x.label.divideBy)
  3. For Y axis, append $(layer.y.label.divideBy) to the title so that the entire title looks similar to: %(?Y) $(layer.y.label.divideBy)

If it is necessary to do this frequently, then it may be a good idea to create graph templates with these modifications in place.
