1. Open some specific opju like SPC S chart

2. With Graph14 window active, press Ctrl+R to rescale.

==> the plot is still covered by the layer. (axis dialog rescale margin is 3).

System variable @PSRMAX added(Plot Scale Range maximum ratio of whole scale range to using whole scale range)

Default 30, set to -1 use old behavior.
