Make sure the x data is in date format, make a polar graph.

double click on angular axis to open axis dialog.
==>in scale tab, Circle Start Value and End Value is not date control like From/To. When Units is Custom, Circle Start Value and End Value should share same control as From/To. For Time data, edit control of Circle Start Value and End Value should also be time value.
